UN-Habitat နှင့် ဆောက်လုပ်ရေးဝန်ကြီးဌာန၊ မြို့ပြနှင့်အိမ်ရာဖွံ့ဖြိုးရေးဦးစီးဌာနတို့သည် Myanmar Programme for Safer Settlements and Urban Research (MPSSUR) စီမံကိန်း ကို အကောင်အထည်ဖော် ဆောင်ရွက်ရန်အတွက် ၂၀၁၁ ခုနှစ်၊ စက်တင်ဘာလ ၁၂ ရက်နေ့တွင် နားလည်မှုစာချွန်လွှာ တစ်ရပ် (MoU) ကို လက်မှတ်ရေးထိုးခဲ့ကြသည်။ စီမံကိန်း၏ တစိတ်တပိုင်းအရ Urban Research and Development Institute (URDI) ကို ၂၀၁၂ ခုနှစ်၊ ဇန်နဝါရီလ တွင် ဆောက်လုပ်ရေးဝန်ကြီးဌာန၊ မြို့ပြနှင့်အိမ်ရာဖွံ့ဖြိုးရေးဦးစီးဌာန သည် UN-Habitat ၏ အကူအညီဖြင့် တည်ထောင်ခဲ့ပြီး ဆောက်လုပ်ရေးဝန်ကြီး ပြည်ထောင်စု ဝန်ကြီး ဦးခင်မောင်မြင့် မှ တရားဝင် ဖွင့်လှစ်ပေးခဲ့သည်။ URDI သည် အမှတ် (၂၂၈/ ၂၃၄)၊ ဗိုလ်ချုပ်လမ်း၊ ဗိုလ်တစ်ထောင်မြို့နယ်၊ မြို့ပြနှင့်အိမ်ရာဖွံ့ဖြိုးရေးဦးစီးဌာန၊ ရန်ကုန်တိုင်း ဒေသ ကြီး၊ ညွှန်ကြားရေးမှူးရုံး ရှိ ဒုတိယထပ် တွင် တည်ရှိသည်။
